On EU-Palestine High-Level Political Dialogue sidelines in Luxembourg

LUXEMBOURG, April 14, 2025 | Prime Minister’s Office – Prime Minister and Minister of Foreign Affairs Dr. Mohammad Mustafa held a series of meetings on Monday with several European Union Foreign Ministers on the sidelines of the EU-Palestine High-Level Political Dialogue in Luxembourg.

During the meetings, the Prime Minister stressed the urgent need for serious and coordinated international pressure to end the Israeli occupation’s aggression against the Palestinian people—through a sustainable ceasefire in the Gaza Strip and an end to the escalating attacks by Israeli occupation forces and settlers in the West Bank, including Jerusalem, particularly in northern West Bank refugee camps that continue to face destruction and forced displacement.

Prime Minister Mustafa also underscored the critical need to intensify pressure on Israel to open Gaza’s border crossings and allow the unrestricted and unimpeded entry of humanitarian and relief aid, especially given the severe shortages of medicine and food, which threaten to further expand hunger and trigger disease outbreaks.

He discussed ways to support the Gaza Reconstruction Plan, adopted by the Arab Summit in Cairo and endorsed by the Organization of Islamic Cooperation, emphasizing the importance of beginning implementation immediately once the Israeli aggression ends. He also commended the EU’s continued humanitarian and relief support to the Palestinian people in Gaza.

In addition, Prime Minister Mustafa highlighted the need for coordinated international action through the Global Alliance for the Implementation of the Two-State Solution to end the occupation and realize the establishment of a sovereign and independent Palestinian state. The discussions also included reviewing preparations for the upcoming High-Level International Conference for the Peaceful Settlement of the Question of Palestine, set to take place this June in New York under the auspices of the United Nations and co-chaired by Saudi Arabia and France.

Prime Minister Mustafa held a series of bilateral meetings with Vice Prime Minister, Minister for Foreign Affairs and Foreign Trade, Minister for Development Cooperation and Humanitarian Affairs of Luxembourg, Xavier Bettel; Deputy Prime Minister and Minister of Foreign Affairs, European Affairs and Development Cooperation of Belgium, Maxime Prévot; Minister of Europe and Foreign Affairs of France, Jean Noël Barrot; Deputy Prime Minister and Minister for Foreign Affairs of Malta, Ian Borg; Deputy Prime Minister and Minister of Foreign Affairs of the Netherlands, Caspar Veldkamp; and Spanish Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares.

On the Palestinian side, the Prime Minister was joined by Minister of Planning and International Cooperation Wael Zakout, Minister of State for Foreign Affairs Varsen Shaheen, Palestinian Ambassador to the EU, Belgium, and Luxembourg Amal Jadou Shakaa, and Assistant Foreign Minister Ambassador Omar Awadallah.
